What’s happening?

Every 10 years, the City is required by State law to review and update its Comprehensive Plan. This update will look out to year 2045 to show, among other things, how the City will accommodate new population and employment growth. It is also an opportunity to make sure the Plan and Development Regulations meet current state requirements that may have changed since the last major update of the Plan.

Each chapter of the Comprehensive Plan will be updated individually, with its own public participation process and opportunities to provide feedback.

What does the Public Safety chapter address?

The Public Safety chapter focuses on the core services of law enforcement, Crisis Response, fire suppression, emergency medical services delivery, hazardous materials response, and technical rescue

What recent plans/work influence this update?

OFD has received approval to begin basic life support ambulance transport services and to enhance our Citizen Advocates for Referral and Education Services (CARES) program.

OPD has instituted our new Crisis Response Unit and Familiar Faces programs. The Reimagining Public Safety process, recently completed, has also influenced our work.

Council has accepted the Public Safety Chapter

On October 7, 2025, City Council passed a resolution accepting the Public Safety Chapter. Formal adoption will occur in December, in conjunction with the approval of the full updated comprehensive plan.
